Hmm, good question. Okay. Here's what I would say:

1) Thou shall not take any aspect ratio except one aspect ratio.
This is one I try to stick to, and I know others do as well -- not intermixing 4:3 footage and 16:9 footage. It can be distracting.

2) Thou shall make no image with subtitles.
I'd say the live action equivalent is don't use clips with credits in them. Terribly distracting.

3) Thou shall not let characters talk in vain.
Wow. We just don't have anything close to this in Live Action. I mean, watching mouths move can be distracting, but the idea that if a character is talking, you should match the movements to the music or words... nooooo.

4) Thou shall honor thy fellow creators.
I'd say the "don't steal clips" is a pretty big issue in Live Action. Solid rule in both fandoms.

5) Thou shall not steal.
I found this one sort of fascinating. I don't think I've ever heard a live action vidder voice the belief that purchasing the song justifies its use in a vid. I'd agree with the "quality" part of the rule, though. wavs are going to be better than mp3s.

6) Thou shall not let video static lie.
This is a useful rule, but I think so far, I've only heard overscan mentioned as an issue in Live Action, not as something you should take decisive action *against*. Some overlap.

7) Thou shall not kill clips haphazardly.
Yup.

8) Thou shall not use footage more than once.
I understand this one, and would generally agree, although I've seen vidders specifically repeat clips, when they had a specific purpose to do so -- successfully.

9) Thou shall not covet thy editor's transitions.
Oh, hell yes.

10) Thou shall keep the output acceptable
Here's an interesting rule, in that I found the average file size of anime vids to be larger than what I'm used to seeing for Live Action Vids. Enough so, in fact, that I was able to convert them for use on a large screen projector, and they still looked fantastic.
